Summary

ADR 0005: the gitea adapter uses its own small net/http client instead of an SDK. Neither SDK supports per-call context.Context, and the gitea SDK mis-decodes Forgejo's Actions responses. The prototype comparison is on #3. The prototype isn't merged, as the ticket planned.
