Summary

Sessions now work the backlog on their own. A session finishes any open agent MR, then picks up open tickets in dependency order and delivers each one through to merge. A ticket that needs a product decision gets the question posted on it and the needs-pm label, and the session moves on to the next ticket.

Changes

New work-queue skill. The SessionStart hook makes it the default when no specific instruction is given.
No approval gates. AC are either stated by the PM or derived by Opus from docs/design.md, citing the section. When composer asks for plan approval, the session approves it as engineering lead.
Agent comments are prefixed with 🤖 so PM replies on parked tickets can be told apart.
CLAUDE.md, ADR 0003, ticket-kickoff, ticket-workflow, ship-it and product-voice updated to match.
make check now also runs govulncheck (pinned at v1.8.0; Renovate tracks it through a custom manager).
New needs-pm label, applied to #13.

Verification

make check: No vulnerabilities found., lint 0 issues., build ok
renovate-config-validator --strict: Config validated successfully
hooks: 50 passed, 0 failed

Opus: govulncheck runs through go run with a pinned version, so neither CI nor local setup needs an install step.
