Problem

The repo list always pins ★ Renovate first, even for a host where Renovate isn't set up.

Acceptance criteria

A host with no renovate_user shows no ★ Renovate row; the list starts at the first repo (PM, in conversation)
A per-host renovate setting in the config file overrides that: true shows the row, false hides it even with renovate_user set (PM: "in config that we can turn it on or off later")
Navigation (j/k, gg, G) works with the row hidden or shown
