Adds an optional repo input (owner/name) to the Renovate workflow's workflow_dispatch. When set, the run exports RENOVATE_AUTODISCOVER_FILTER to that repo; empty (and scheduled runs) keeps the all-repos run. Used by lazyforge's run-Renovate-now (N, deadstyle/lazyforge#120). Follow-up ticket: deadstyle/lazyforge#123.

Test plan: YAML parses; after merge, dispatch once with repo set and once empty, and check the run's discovered repos in the log.
